Humans are at the very heart of things in each and every organization. Everyone makes a difference to the success of the organization. The business world today is continuously changing, new things are coming up every now and then, and, all these are because of excessive competition. The surest way to become globally competitive is to invest in the development of human resources. The world is a single global marketplace, not only in terms of goods but also human. Companies must, therefore, continually enhance their workforces’ skills to respond to the emerging demands of customers, investors and society as a whole – requirements that change with the ways that people live and work. Human Capability Enhancement (HCE) is a giant step in this regard. It both an academic theory and a business practice that addresses the skills theoretical and practical techniques of managing a workforce. Theoretically, it is assumed that employees are individuals with varying goals and needs. Sometimes, employees are not able to contribute to the organization productively because of lack of knowledge, insufficient training, and failures of process. Human Capability Enhancement is a new concept of workplace management. It in fact forces Managers to express their goals specifically so that they can be understood by the workforce and undertake it successfully. It, if properly practised can reflect the Organization’s goals and business practices.

To meet the challenges of globalization—negative as well as positive—capacity building is needed in areas of organization, management, governance, and public administration all over the world. Viewing human resources as human capital and beyond, it can be argued that without human resources nothing can be accomplished, and without a well-trained, well-developed, well-appreciated, and well-managed human resources, modern organizations of government and business cannot meet the challenges of the globalization age, which demands a new generation of future-oriented, anticipatory managers who can develop effective visions and manage organizations by riding the high waves of change in the turbulent world.
